Kerala Revises Night Shift Employment Hours for Women in Factories
The Government of Kerala, Labour and Skills (B) Department, through Gazette Notification G.O. (P) No. 19/2025/LBR dated 01.04.2025, exercised its authority under the proviso to clause (b) of sub-section (1) of section 66 of the Factories Act, 1948, to amend the regulations governing the employment of women during night shifts in factories. This new notification supersedes the earlier directive issued under G.O.(Rt).No. 1852/2003/LBR dated 7th July 2003. The amendment adjusts the permitted working hours for women in the specified group or class of factories mentioned in the schedule, now allowing work between 6 a.m. and 10 p.m., subject to the conditions outlined in the notification.
Andhra Pradesh Invites Stakeholder Feedback on Proposed Amendment to Factories Rules
The Government of Andhra Pradesh, through the Labour, Factories, Boilers and Insurance Medical Services Department, has issued a draft notification via G.O.Ms.No.3 dated 03.04.2025 proposing an amendment to Rule 76-B(2) of the Andhra Pradesh Factories Rules, 1950, under the powers vested by Section 112 of the Factories Act, 1948. The draft amendment will be considered for finalization after the expiry of 45 days from the date of its publication in the Andhra Pradesh Gazette. During this period, the government has invited objections or suggestions from stakeholders. Any feedback submitted within the stipulated timeframe will be duly reviewed and considered before the amendment is finalized.

Ministry of Labour Issues Corrigendum on VDA for Mine Workers Below Ground
The Ministry of Labour and Employment, Government of India, via Notification dated 02.04.2025, issued a corrigendum to its earlier Notification F.No. 1/6(2)/2025-LS-II dated 28.03.2025 concerning the minimum wage rates applicable from 01.04.2025 to 30.09.2025 for workers employed in mines. The correction pertains to Table 2, where the Variable Dearness Allowance (VDA) per day for Highly Skilled workers in Below Ground categories was erroneously mentioned. The scheme allows withdrawal of prosecution and court cases related to non-compliance under the ESI Act, provided dues and interest are paid in full. Eligible cases can be settled without damages and with minimal penalties, encouraging voluntary compliance. It covers disputes relating to coverage, contribution, and criminal prosecution—excluding cases involving forgery or criminal conspiracy. Regional ESIC offices and empowered committees will oversee the withdrawal and settlement process, ensuring resolution within six months of application.

revised wages will be updated every six months based on the Consumer Price Index (CPI) to ensure wages reflect inflation and cost-of-living changes.
Haryana – Additional Casual Leave for Female Contractual Staff effective 4th July 2025
As per Government order (Notification No.?16/91/2021?4HR?III) Under the revised policy, female contractual employees will receive 2 extra CL days monthly (total 22 per year), doubling the previous allowance of 10 CL days annually. This enhancement is in addition to the existing 10 days of medical leave—bringing total paid leave to up to 32 days a year. Applies to all women working on contract through Haryana Kaushal Rozgar Nigam Ltd and other departments under the Outsourcing Policy Part-II. Departments and heads (Administrative Secretaries, CEOs, DCs, SDMs, university registrars) must ensure compliance immediately after the notification.
Extension of LWF Payment Deadline for June 2025 Period

Kerala Revises Night Shift Employment Hours for Women in Factories
The Government of Kerala, Labour and Skills (B) Department, through Gazette Notification G.O. (P) No. 19/2025/LBR dated 01.04.2025, exercised its authority under the proviso to clause (b) of sub-section (1) of section 66 of the Factories Act, 1948, to amend the regulations governing the employment of women during night shifts in factories. This new notification supersedes the earlier directive issued under G.O.(Rt).No. 1852/2003/LBR dated 7th July 2003. The amendment adjusts the permitted working hours for women in the specified group or class of factories mentioned in the schedule, now allowing work between 6 a.m. and 10 p.m., subject to the conditions outlined in the notification.
Andhra Pradesh Invites Stakeholder Feedback on Proposed Amendment to Factories Rules
The Government of Andhra Pradesh, through the Labour, Factories, Boilers and Insurance Medical Services Department, has issued a draft notification via G.O.Ms.No.3 dated 03.04.2025 proposing an amendment to Rule 76-B(2) of the Andhra Pradesh Factories Rules, 1950, under the powers vested by Section 112 of the Factories Act, 1948. The draft amendment will be considered for finalization after the expiry of 45 days from the date of its publication in the Andhra Pradesh Gazette. During this period, the government has invited objections or suggestions from stakeholders. Any feedback submitted within the stipulated timeframe will be duly reviewed and considered before the amendment is finalized.
Haryana Government Withdraws Holiday Declared for Akshay Tritiya on 30th April 2025

Haryana Government Revises Minimum Wages and VDA Effective from January 2025

Ministry of Labour Issues Corrigendum on VDA for Mine Workers Below Ground
The Ministry of Labour and Employment, Government of India, via Notification dated 02.04.2025, issued a corrigendum to its earlier Notification F.No. 1/6(2)/2025-LS-II dated 28.03.2025 concerning the minimum wage rates applicable from 01.04.2025 to 30.09.2025 for workers employed in mines. The correction pertains to Table 2, where the Variable Dearness Allowance (VDA) per day for Highly Skilled workers in Below Ground categories was erroneously mentioned. The correct rate should be read as ?1049 instead of ?1048, ensuring accurate wage disbursal under the revised schedule.

The Labour Department of Andhra Pradesh, through Letter No. G/430/2025 dated 12.04.2025, has issued a notification revising the Cost of Living Allowance Index Numbers for contract labourers in alignment with the rates applicable to workers under scheduled employments as per the Minimum Wages Act, 1948. Based on the declared State Industrial Workers’ Consumer Price Index average of 1886 CPI points for the half-year ending December 2024, the revised minimum wages and Variable Dearness Allowance (VDA) payable to contract labourers will be effective from 1st April 2025 to 30th September 2025. EPFO Notification on Relaxation of Aadhaar Requirement for Past Accumulation Accounting & Bulk UAN Generation
The Employees’ Provident Fund Organization (EPFO), through its notification No. WSU/Past Accumulations/E-68397/2025-26/19 dated 25.04.2025, has announced a significant procedural relaxation to facilitate the proper accounting of Past Accumulations remitted by Exempted Provident Fund Trusts following the surrender or cancellation of exemption, as well as in cases involving remittance of past period contributions pursuant to quasi-judicial or recovery proceedings. In a move to ease operational challenges, EPFO has waived the mandatory requirement of Aadhaar for generating Universal Account Numbers (UANs) specifically for such members. To support this, a new software functionality has been deployed and made available across Field Offices via the FO Interface, enabling the bulk generation of UANs using Member ID and other existing member information. This functionality also supports the seamless crediting and accurate accounting of Past Accumulations, reinforcing EPFO’s commitment to administrative efficiency and member service
