CLRA and Contract Labour Compliance Services
We manage your obligations under the Contract Labour (Regulation and Abolition) Act, from principal employer registration and contractor licences to registers, returns and welfare facilities, so your contract workforce is fully compliant.
Contract labour compliance without the paperwork burden
The Contract Labour (Regulation and Abolition) Act, 1970, commonly called CLRA, regulates how contract workers are engaged and protects their wages and welfare. It places obligations on both the principal employer and every contractor. When contractors fall short, the principal employer carries the consequences, including paying unpaid wages.
Nhancesmart handles CLRA compliance for principal employers and contractors across manufacturing, facilities management, construction, logistics and IT parks. We register your establishment, ensure each contractor holds a valid licence, maintain the registers and returns the Act requires, and check that welfare facilities and wage payments meet the law.
Contract labour compliance also links closely with PF, ESI and minimum wage compliance. Our vendor compliance checks verify those obligations for every contractor every month, giving you a single view of contract workforce risk.

Together they form a principal employer liability management programme: contractor documents are verified every month, gaps are escalated before they become your dues, and vendor and contractor compliance management services run alongside your own statutory compliance in one calendar.
Contract labour under the Labour Codes
The Occupational Safety, Health and Working Conditions Code, 2020 subsumes the CLRA. It raises the contractor licensing threshold to 50 workers, introduces a single licence that can cover work across states and allows contract labour to be prohibited in core activities with defined exceptions. Principal employers need to revisit their contractor models and registrations as state rules are notified. We help you plan that transition while keeping current obligations met.
Common CLRA gaps we find
These issues are among the most frequent findings in contract labour inspections:
- Contractors added without amending the principal employer registration
- Licences expired, or issued for fewer workers than actually deployed
- Wage payment not witnessed or recorded by the principal employer
- Registers maintained by contractors but not available at the site
- Annual returns not filed by the principal employer
